SUBSIDIZED RENTAL HOUSING - RAP
(RAP stands for Rental Assistance Program.)

PROGRAM DESCRIPTION
The Conn. Department of Social Services (DSS) Rental Assistance Program (RAP) provides a state funded rental subsidy for low income households paying more than 30% of their income for rent. The RAP subsidy is intended for families with children, older adults age 62+, or disabled adults age 18-61, in privately owned rental housing. Preference is given to persons who meet at least two of the Federal preference categories: 1) homeless, 2) reside in substandard housing, 3) are paying more than 50% of income for rent, 4) are dislocated, 5) are disabled. The program is administered on a statewide basis by DSS through a contract with John D'Amelia and Associates, who subcontracts with selected Public Housing Authorities and/ or Community Action Agencies.
WHO IS ELIGIBLE:
Any of the following whose household income is below 50% of the area state median income:
- Families with children
- Adults age 62+
- Adults age 18-61 who have a disability
A family pays 40% of its monthly income on rent and utilities, while elderly and disabled families pay 30% of their monthly income. There have been some cases where RAP certificate holders eligible for the 30% standard were paying 40% of their income toward rent. This can happen if a tenant who already has a RAP certificate becomes eligible for the reduction by turning 62 or by becoming eligible for SSI or Social Security Disability benefits. Any RAP tenant who is disabled or over age 62, and is overpaying his or her tenant share, should immediately contact the housing authority administering the program to request an adjustment. The adjustment should apply to future months' rent and should also result in a tenant refund of past overpayments
